Of course He can be blamed. He also is very willing to accept the blame (as seen when Jesus is crucified). Tell Him how you feel about the mess you see. Above all, look for him in it, cause he is there in the bad stuff just like the good stuff. Yes he can and should be blamed for it all.
When all is said and done - you may see it very differently than you do now.

I say why blame either. They are both necessary to maintain the balance of life and prevent chaos. Without evil, how would recognize the good? Then again, is the stuff we see as evil really evil or just our interpretation of what evil should be?
