First, you must find out if it is legal to purchase it in the city/state where you live. If it isn't and you're caught with it, you can be fined. In NYC it is illegal to buy/carry it.

Karate stores; check with your local police dept &/or any person who deals with self defense classess. I ordered mine from a woman who gave a self-defense seminar at my job ... Sorry.
