My TV reception has suddenly become very poor.... at the same time my water company are digging up the roads replacing old pipes with new ones ... if its all plastic am I losing my electrical earths... and could this affect my TV reception ?

Were the pipes replaced all the way into your house or basement? If so, there's a remote possibility that any components grounded to a plumbing pipe may now not be sufficiently grounded.
Is the picture poor with an aux input (VCR, DVD,etc.)?
I would look for other reasons first - coax, connections, input source and so on. It's unlikely the PVC is a concern.

I dont think so. the grounding is for protection from electrical shocks and not signal reception. And you dont need a whole street of piping to get a good grounding.

The prescence of the machineries use for the digging could be causing interference physically or in the form of too much audio noise or vibration interferring with your sets RF reception.

You're more likely to be affected by active signals, such as cell phones, microwaves, a new lamp next to the TV.......water pipes would have a very, very, very, slight effect, if any.
