That's because the 'hog dog' wasn't named after the meat it is made out of.
"Hot dog" first came into use in an old joke involving a dog's "pants" (the verb "pant" substituted for the noun). The following was widely reprinted in newspapers, from at least 1870: "What’s the difference between a chilly man and a hot dog? One wears a great coat, and the other pants." The October 18, 1894 University of Michigan humor magazine The Wrinkle contained this on the cover page: "Two Greeks a 'hot dog' freshman sought. The Clothes they found, their favors bought." "Hot dog" meant a stylish dresser, someone who was sharply attired. A popular phrase was "puttin' on the dog."

That and similar versions of the very old song came about as a result of speculation that hot dogs were made from some of the many roaming dogs in the cities a century ago. The legend was that the dogs were rounded up then ground up. Hot dogs today are not made of dog meat (we hope). But they may, in fact, have been made of dog meat back then.
There are many cultures today that eat dogs.

How do you know it isn't? I have heard people who work in meat packing places say if you knew how hotdogs were made you wouldn't eat them.
