Getting a "License" means that the trade in question has certain obligatory knowledge associated with said trade.. For example, I am a builder and am required to be "Licensed" by the state to ensure that I am familiar with and able to produce work that is at the slandered of the states building code requirements... Same goes for Real estate, plumbing, electrical, doctors etc... It is different then a business license....

Well, depends on your context. In order to sell some financial products, including insurance, you must have a "license" which means you've passed a backround check, paid a fee, and passed a competency test.
