Yes, but you can only sit there if you have the ablity do open that exit window in case of an emergency and you have to be over a certain age.

Normally yes. One thing to watch out for is the row of seats directly in front of the exit row. Their seatbacks often won't recline at all. Ditto for the first row of exit seats when there are two rows immediately adjacent to each other.
