Historically, armies would have to have come first -- people were killing each other on land long before they figured out how to make boats.
In the U.S., the Army is universally acknowledged as the Senior Service, as the Continental Army was already engaged in battle before the Continental Navy was established.

The United States Military Academy at Westpoint started in 1802 and the Naval Academy in Annapolis sometime in the 1840's (I believe.) In any case the answer to your question would be the US Army.

you mean the modern ones or in general? the modern ones came around about the same time, but they had a fleet of merchant ships for a good while before the civil war (all over taxes too, we british can be so greedy, tut) but they had foot troops to take on the english before warships...
