For example, most non-US airlines turnoff the seatbelt sign 5-10 minutes after takeoff while US airlines wait until "cruising altitude" which is around 15-20 minutes after takeoff. Another one is that mobile phones in US airlines may be used while the door is open before takeoff and immediately after landing even if the aircraft is still moving towards the gate.

Every country has it's own rules/... in europe it is easa that mandates rules. For america the FAA gives guidlines or rule where these things are mandated.

I would say other regulatory agencies are different than our faa.. and rules follow.

in accordance to the maximum recent version of Air transport international magazine Continental has introduced they are not involved in a merger and United is already in talks with U.S. Air. United looks to prefer to merge with yet another airline and this one would pass by. With all the airlines bleeding crimson ink, that is feels like urge to merge is the order of the day. .

Certian regulations from the aviation authorities are compulsory for all airlines withing tthat authorities airspace. These regulations you mention are most likely the airlines own rules
