Why are you trying to do this? Are you messing with someone's car alarm? Or trying to rig an auto to explode? Hmmmmm.

Are you saying you want to find a neutral in a 12KV system? You are referring to TWELVE THOUSAND VOLTS? If you are and you do not know what you are asking then DO NOT attempt to do anything on the system. You must find a qualified electrician to do whatever it is that you want to do. You may KILL YOURSELF screwing with that much power and not having the knowledge to find the neutral.

If you know what you are doing, then find out if it is a Wye or Delta on the secondary side of the substation. The primary should be Delta from the power company. If it is a Wye then there should be a center tap to ground. That should give you 480/277VAC. If it is a Delta there should be a center tap from one leg of the Delta. This should give you 480/240VAC. If you need any more information than that, contact a qualified electrician.
