make a specific digging area... I use a sandbox with a lid to keep the "kitty treats" (poo) out. Bury toys and bones in it and train him that the box is the specific area to dig... (u can use a "dig command if u want).
Now about those old holes.... are there moles or chippy's that are stimulating him to dig? You will need to address any rodent activity to eliminate the behavior. Also, old holes can be backfilled with dirt and their own poop, the dog may or may not re-dig there with his poop right there, but at least the yard will be clean and the holes filled, lol!

This sounds gross but it works. When you clean up their poop, put it in the holes and cover the hole with dirt. They will not dig and if they do, they won't do it again. Make sure they are out there with you and see what you are doing. Worked very well with my dogs.

my dog digs holes in the back yard all the time and i think what you should do is watch her when she is in the yard and when she tries to dig you train/tell her not to dig and try to do things to keep her away from digging good luck

Set up a doggie sand box and teach the command "dig" for that are. Bury bones, treats, toys to encourage the dog to that spot.

Or...walk him more. Always supervise, train, spend quality time, keep him indoors mostly...
