...to a decent guy, not an asshole or anything, who refuses to believe that he has any shot with any worthwhile woman? He sees this one that has caught his eye, in particular every few days at a store, and every single time, he does nothing.
What would you say to him to convince him he has a shot?

I think as his friend you should try to build his confidence. The reason he probably doesn't talk to girls is because he doesn't feel very comfortable with himself. Don't push him to do so either, just tell him his good points and that a girl would be luck to have a guy like him. Help him realize he is good enough to have a girl and if he tries they will like him.

I would say that he should definitely try to talk to her, BUT first he has to realize that no one woman is so important that if he doesn't succeed it means anything bad about him. There are women everywhere, and compatibility between people can rest on so many different things. He is setting himself up for potentially big disappointment if he is fixated on the idea that this is his one big shot and if it doesn't work that's it. This is the wrong way to think about it. Of course it hurts when someone rejects you. It just doesn't mean anything about a man's overall worthiness or desireability. Whether he succeeds or fails with this one or the next one or the twenty other ones he talks to in the next year is not significant. It's important to just keep trying to meet people, be friendly and enjoy the conversations. The more comfortable he is talking to women in general the more likely he will be to find someone who returns his interest. But it might not be the one he hopes for today or the one he plans to find. It might be the third one or the eighth one. Or the first one. But he gets more than one shot. He gets as many as he is willing to take.
