Chihuahua's mature much earlier than most dogs because they are so small. Most of them won't grow much bigger after they are 6-8 months, although they do fill out some for a few months afterwards. They are definitely fully grown at a year though.

A Chihuahua grows until it is usually 18 months old

By 10 months chis are consider full grown. They can stop growing (bone structure) as early as 6 months though. Most still fill out to about 18 months old.

Any puppy, no matter what breed, may grow until they are 2 years old. Some stop at 1 yr.
