Generally speaking, it's all relative.

If you know for a fact that there will be open seats it might work. Otherwise you are risking it too much. Just buy the ticket early and then at least you don't have to worry.

Not necessarily. It also depends on date of flight, company strategy, etc. If you're flying during extremely high season (Christmas, New Year), the price may be a lot higher just before departure because the airline knows that people will still buy it. But during low seasons, you may get lucky with cheap airfare just like you said, they need to fill empty seats.
