I would start by offering information about how you got the number. Maybe ask how this gal knows the person you got the number from and go from there. No need to keep it short, unless the conversation starts to feel awkward. If not, keep talking. If you have a good conversation first, you can be relatively sure that on a date you will converse well also. Good luck!

Yes if she will let you the best thing to do is ask her out give her 2 choices of where to go and 2 choices of the time this makes it harder to refuse and shows you are flexible not demanding .Remember this is a blind date she may be attractive she may not but at least be a gentleman and give her a chance to talk don't just talk About yourself women hate that .

Why are you calling someone you don't know and have never met? Did your friend find her number on the men's room wall or something? Do you trust this friend? Did they tell her about you as well?
Try this: "Sara (whoever) gave me your number and said she thought we'd like each other. I don't usually do this, but I trust her opinion and I'm always up for meeting cool people. Maybe I could buy you a latte and we could talk for a while."
Non-threatening and non-committal, just how I like it.

Talk as long as is comfortable. If the conversation is flowing easily, then keep it going. If getting an answer is like pulling teeth, brevity would probably be best, before things get too awkward.
What to talk about? How you got her number...where you saw her...why you're calling...ask some questions about her (surely there are things you are curious about)...

depends just let the talk flow if you and this woman have things in common the talk will low with ezzz if you guys have a lot of silent puses then maybe you should cut it short and tell her you will call her back..(actually call her back cus if you dont it looks bad)

Introduce yourself, ask how she is, how her week is going, etc. If she's the talkative type, you won't have a problem communicating with her. If she seems shy or distant, don't keep her on the phone long.

make sure you find out how she feels about illegal immigration laws, and what her strategy on deal or no deal would be...
seriously, just go with the flow...if it is dragging then cut it off, if it is a good talk, why end it just because you had a preconcieved notion of how long it should last?
