Is the NYSDEC a branch of the EPA?

Is the New York State Department of Environmental Conservation a branch of the Environmental Protection Agency?

The EPA is a federal agency...states are free to make their own environmental agencies on a state level too that what the NYSDEC is...

Many times, the EPA writes regulations and allows or expects the states to enforce them. NYSDEC is such an agency that spends at least part of its doctrine enforcing laws and regulations by the EPA but this would not be its only mission or purpose.
