Yes...you're right on the money. Vodka is just watered down everclear. If you look at a vodka bottle you'll see that most of them are made from grain...as is everclear (corn specifically).
As far as working, yes, it will work just fine. As far as being practical, you'll find that cutting everclear in half with water is still more expensive than buying an inexpensive vodka. Obviously, if you're comparing it to the high end vodkas like Gray Goose or Chopin, it's not going to be the same...they take extra steps to further refine the alcohol before bottling for sale.

RE:
Adding water to alcohol? Everclear & Vodka?
Let say I have some Everclear (80% alc). Sounds good so far doesnt it. >:) OK, where was I? If I add water to this to bring it down to 40%alc, is this mix now going to basically be vodka or something close to it? Can you just add water to alcohol like that? Or it wont really be the same?

NOPE! Everclear has a TOTALLY different taste than regular vodka and since you RUINED the vodka you had with water, you're pretty much stuck. Buy whoever you stole the vodka from a new bottle.

First of all, somehow I have a feeling you are too young to be drinking, so put your dad's stash away. And no, you wont have Vodka. You'll have watered down Everclear. They are brewed and filtered entirely different.

Before you put the booze back into your dad's cabinet, I'd try it in a screwdriver type drink I like:
~ 1 part vodka (I like it strong..so two parts?)
~ Orange juice (or mix with cranberry juice and orange..yum) almost to the top
~ Fill the rest of the way with Perrier water. Enjoy!

That's accurate (do the same thing myself)...but I just half of what I would with Vodka...the only problem is that if you add to much you'll be on the floor (which may or may not be a problem depending on your ultimate goal).

American vodka is simply a mixture of alcohol and water. In other countries they sometimes get fancier.

vodka is normally filtered through charcoal to remove any harshness.
