My daughter (16) is going to Europe over spring break with her AP European History class - London,Paris,Florence and Rome. We got her the Fuji A500 as a Christmas present.

The Fuji A500 is an entry level camera. I tried one in my lab, it actually performs pretty good outside in sun or inside with flash. The Fuji F30 is highly rated on low light higher ISO shots, it is a step up in price, though.
Tell daughter to turn off the flash in those big cathedrals and what not, and hold the camera as steady as possible. Flash may not be allowed in many places anyway, but you have to be steady to avoid a blurred image. (That's what the tripod is for, but of course she probably won't be carrying a tripod with her!)

As Ara57 says...the A500 is an entry level camera. So, it does have certain limitations.
I, myself would also recommend the F30 as the only compact that shoots very well in low light while handheld (and without flash), using ISO of 800 -1600. No other compact camera does better and it's the one I would buy.
However, as you have already purchased the A500...then there really is no point in telling you this.
It should be ok, but is obviously not as good as the F30 (performance wise, movies, low-light shooting etc).
But for a first-time camera for a teenager, it might be more than adequate. JUst make sure she has plenty of storage (memory cards) 1-2GB might be needed
