I am really sad because I thought the relationship was going great. He says he has feelings for me but that they are not enough for what he wants with me. It really hurt.
I decided to move on because this is not the first time it happens; he always keeps comming back and I don't know why?!

Don't wait around for him to keep flip flopping on you like that. It's unfair to you, and to him.
You need to realize that every time you let him come back, he's taken advantage of your kindness and understanding, and maybe a bit of tough love is just what he needs.
Tell him to leave you alone until he knows what he wants. And until then, move on. He's not worth it unless he knows what he wants, and can stick to it.

At this moment, he's confused. He is at a stage in his life where he is unsure of what he wants. Cut loose all contact with him until he's made up his mind. Until then, move on.
