2 yrs old is the recommended age to breed. They can get pregnant, as early as 4-6 months old, though NOT suggested, as they are not fully grown themselves, and may not take handle the pregnancy or take care of the puppies well.
Please, just have your dog as a pet, not as a breeder. There are many Chihuahuas in the world already. Spay & Neuter!

At least 3 years old so she can be fully grown and mature herself.
Please don't breed her. It's not easy money, and it adds to the death and overpopulation that is already a problem. Check out http://www.petfinder.com and do a search on chi's and see a small portion of homeless chi's looking for a home.
Get your dog spayed. She will live longer, be healthier, and will also be less likely to bite.
Breeding correctly costs money, including vet bills while she is pregnant, emergency vet care if something goes wrong with the birth, well puppy checks, worming, vaccinations, etc.
Also, you risk your dog dying in the process. If you love her, you won't breed her.

If you are not a licensed breeder please do not breed her. Have her spayed for her health and for the world's already overpopulated shelter/rescue dogs.
I believe the standard for breeding is after 4 heat cycles, but no less than 2 years of age.
DO NOT BREED! If you plan to be a legitimate breeder, you have a long road ahead of you including blood work, heredity testing, and for Chi's - emergency c-section fees and possible risk of death to the b*tch during birth.
If you love your dog, you'll spay her. It's the greatest love an owner can show.

depending the size it should be one year but if smaller than normal (3-4pound) you should wait 1 1/2 years or 2 years but i never breed any thing smaller than 2 3/4 pounds because if you do it may kill it.

Oh, no, no no. Please STOP filling the shelters with dogs. Thousands of dogs of all breeds are euthanized every year in the U.S. Please be a responsible pet owner and get your dog spayed.
