In New England you can't get a registration without proof of insurance.
You can get a car with a learner's permit but can not be driving it without following rules about age and experience that are restrictions on the permit.

Insurance usually comes first, if you finance the car, the bank wants proof of insurance before you even get the thing, and you have to show proof of insurance when you register it.. A learners permit? You have to be a licensed driver to register a car

In most states when you come in to register the vehicle, you will also have to show an insurance card for the vehicle, so insurance comes first. You can register a car with no DL at all. My mother in law always had a vehicle registered and insured in her name so her children could use it to take her places without putting wear and tear on their cars.

You have to get your registration first, then stamped from your insurance company then returned back. Sometimes the insurance company will do all of this for you for a small fee. A learner's permit..... probably not, but couldn't tell you for sure. Happy driving!

In Texas, you must first get ins. I don't know about the learners permit, but you must be 18.
