I would call that person Heart-Numb. Because the person most likely had their heart broken too many times that they became numb to it, and thus came to the conclusion that there's no such thing as love.

A person who cannot feel pleasure is anhedonic, and there is an emotional connection between love and pleasure, so you could say they might be anhedonic, altho you would need that to be medically diagnosed to be considered accurate.
