Get some of your friends together, both girls and guys and hang out and invite her to join with. Simply enjoy her presence and good laughs as that will create memories that she will want to hang out more and perhaps then a relationship could develop to be dating. Good Luck, you sound like a great person with a caring attitude.

Seems like you have a roller coaster love life. Anyway asking her out is the most special part of your relationship. First bring her to a place that your friends and her friends are not there. Then very slowly look at her and ask her out. Remember to never loose eye contact. Another way is to do it in Valentine's Day. It's the perfect time to ask someone out. If your very forward and not shy, in the middle of somewhere that a lot of people are, kneel infront of her and ask her out. There are many ways to tell someone you like them but I found that these 3 are very effective.

I don't understand the problem. What is hard about saying to her:
... I would like you to go out with me on ...... Saturday? There is this new movie I want to check out or there is this new place I want to check out... and I'd like you to be my date.
