Most models of eye inheritance postulate that there are 3 genes involved
in eye color determination and that brown eyes are dominant while blue eyes
are recessive so that if one has an allele (a version of a gene ) that
determines brown eyes that person
will have brown eyes. To have blue eyes you must have two blue eye alleles.
It is possible for 2 brown eyed people (both carrying the recessive blue
eye allele) to have blue-eyed children. In fact it is not rare. It is
also possible for blue eyed alleles to be carried for several generations
without having blue eyed people until 2 people with blue eyed alleles
marry. It is not thought that eye color affects vision unless
one has no eye pigmentation such as albinos in which case they do have

Yes, if you are thinking of northern Indians or the Ainu indigenous people of Okinawa, Japan.
The northern Indians were the first Aryans. They have light complexions and blue eyes. Anthropologists surmise that the Aryans traveled northwest into what is now Europe, and that's how Caucasians originated. You can still find light-skinned, blue-eyed Indians in India, too.
The Ainu are a tribe on the island of Okinawa. They are the indigenous people of the island and are known for their tall stature, Caucasoid features, blonde hair and blue eyes.
The rest of us Asians have dark hair and dark eyes. We do intermarry at high rates, though, so depending on whether you operate on a "one-drop rule," it's quite possible to get some blonde/blue folks with some Asian lineage.

Well it depends what you mean by Asian, Asian refers to most of the Middle East as well and many of the people living there have blue eyes. But if you mean eastern asia (besides Russia) then no unless it's a genetic mutation or they have mixed heritage. But some groups of people such as a small group of people living in Hmong (forget what they're called) who are known for blonde or light brown hair and blue, gray, or green eyes.

I have an Asian friend from Eastern Europe who told me that there are Asians there with naturally blue eyes.

I am asian and I think that they can have blue eyes, but cannot have blode hair becuase I have never seen a natural blonde headed asian. They all are mostly brunettes.

Yes they can, my friend actually has blue eyes. As for blonde hair, that's tricky. I know a few with naturally streaked brown hair, but not blonde. But anything is possible. My friend is african american and she has naturally red hair. =)

Africans can have blue eyes. western asians can too. but if you're talking about oriental asains (Korean, Japanese, Chinese, etc.) then, no. not naturally. not blonde hair either. not if they're pure eastern asian.

No. To be "part" asian, or half asian, one of your parents has to be asian or half, and the dominant gene always decides traits. Brown dominates blue for eyes, and black dominates blonde for hair color. It would be very very rare (if not impossible) for an asian to have blonde hair and blue eyes.
