Birds should be clipped when their feathers have grown back enough so that they can fly more than a few feet. This is usually after a molt and for most birds about once a year.

When a birds wings are clipped it is the feathers that are cut off not any part of the flesh. many birds tend to moult once a year and when your bird does it will drop the old cut feathers and regrow new feathers. you can speed up the moulting process by keeping your bird in the warmth, on a good quality diet and not working it too much (falconry Birds) don't let your bird get too stressed during the moult because they can develop stress marks on the feathers and they will be weakened and will easily break.
