By chic, do you mean trendy or classy. If trendy, go to Cafeteria. The food's ok, the decor is tacky and the service isn't very good but every upper class wannabe goes there.
If classy, go to Tavern on the Green. The food is very good, the decor is beautiful and the service is good. This is where the real upper class New Yorkers go.

Asia de Cuba is really cool. Family style Asian-Cuban fusion food. There's an awesome Italian restaurant called Daisy's in Long Island City in Queens. Amazing food and it's frequented by the Mafia.

Sushi Samba for high priced and Olive Tree Cafe for less. Sushi Samba has great drinks and parts of Sex in the City was shot there. Olive Tree Cafe plays Charlie Chaplin, has chalkboard tables, a comedy club below, one of my frequent favorites serving Mediteranean you can also play chess.

I was just at a place called "Banc". I think it was around 3rd Ave, maybe somewhere in the 30's? It was cool, festive place, but with good food. It was sorta like fancy bar food, they have steaks, burgers, fish, and a few things for veggitarians, too. Awsome deserts.
