You can send them a personalized email- be creative there are tons of romantic graphics and pictures on the net, or make a card and write a poem about how you feel about the person. You can also supprise them with something sweet like a hershey kiss somewhere they won't b expecting it and write "I wish I was here to give you this kiss"

Without any money at all you could just tell them, with only a little, you could make a nice dinner, make a card, do something for that person that they really like. My boyfriend likes food and sports, so ill make a yummy snack and not complain when the game is on. doing something nice and saying something like ' i really appreciate what you do for me' is always awesome.

nice actions, kind words, give ur heart to them (not literally, lol). material wealth isnt even close to being as important as the wealth of love
