Well, personally I believe that they do not become grim reapers. However, if they did, i think it would be because God wanted them to learn something they missed while they were alive. You would have to imagine that "reaping" souls would be very painful for the reaper since you must see them die. This means to me that God would obviously be trying to force feed them something they missed elsewhere.

There is only one grim reaper, so you can't be one. Since you can't be one, no one decides. the Grim Reaper is one person...not an army of dead people.

OH MY GOD NO. No one turns into the grim reaper! The grim reaper is just a fictional character symbolizing the black death during the medieval ages. PLEASE LEARN MORE HISTORY!
