What is Soil & Water Conservation?? Why is it so important?

which is the gov't agency that does a lot of this.
soil conservation keeps the soil on the land by various techniques (such as ponds) so that it doesn't all blow away so food can be grown there. water conservation of course so important because crops and people need water to live.
