Like for example a picture of my daughter beside some flowers, I have seen where the picture is in black and white but the flowers are still in color, is there special photo software for that?

Try Photoshop

Any decent image editing software will have the capability to do that. I highly recommend GIMP, which is a free open source image manipulation program. However, if you're willing to shell out $600, photoshop will work well too.

you're not from now on going to get very high quality effects that way. you want to take coloration images, yet a black and white layer over them and then erase the layer the position you want the coloration. Then the coloration continues to be genuine.

you should try adobe photoshop - i have the "elements" version which is much cheaper but it still works really well for black and white with color as well as tons of other stuff!

Photoshop - use a grayscale overlay, but mask over the portions you want to keep colored.
