Everyone that knows about this guy insists he likes me, and if it weren't for how he acts on occasion, I'd be pretty sure he does as well. Buuut...
There'll be times where I don't know if he's avoiding me, but he wont talk to me as much. He's a really shy guy, and I may be the only girl he talks to at work besides the managers, but I'm positive I've broken through his 'shy' barrier because he usually talks to me normally, and enthusiastically. He doesn't seem quiet around me...Until he gets in a weird mood.
Then, suddenly, he's just not talking as much. If I approach him he'll talk, and be just as friendly, but he wont approach me for days at a time. And he wont speak as much as he usually does. There were a few days where he only said hello and goodbye to me. Maybe he was just in a bad mood, though, I don't know...
We're talking a lot now, a lot more than usual, but he might do this again. It's like a cycle. Does it mean anything?

Hmm. Well, I'm like that with people.
I'll talk to you a lot, then shut up for several weeks.
I honestly don't try to be rude, it's just that life seems to throw all sorts of things at me at once, and then I have to get to everything, or I'm organizing to get to everything.
Just keep being friendly towards him. Invite him for coffee or something, let the guy know that you are a great person. People like him and me, well, we're disconnected with other people most of the time, because we honestly don't feel like we have enough in common.
Get to really know him better, and let him get to know you better too. If you two take this to the next level, if that's what you want to do, you'll feel like a queen, he'll treat you like his only love.
He will connect with you very deeply, and you'll enjoy it, or be frightened of the strong bond. Be sure you want to take it that far.
But it would be worth it.

He might have someone or he just might be a moody person. Seems you would have compatibility issues with this guy anyway, too much work...if you are investing more than you have to on someone just to Talk can you imagine what a relationship would be like with a person like this....save yourself a headache.

It sounds like he's really unsure about you. Sometimes he thinks he likes you and then other times he gets scared and backs off. Give him some time and see where it goes. Just make sure to give him some space if you sense that he's backing off from you.

Sounds like normal behavior from a guy suffers from extreme shyness and insecurity, and possibly depression.

hes probably got alot of stuff going on in his life so he has weird days when things get bad
