How do you get Temporary Custody Papers?
No, its not between parents or what not.
I'm moving a province away from my parents (WITH THEIR PERMISSION) and im 16. However, the province I am moving to requires that either a parent lives there, or a legal guardian.
My parents and my friends parents (Who im moving in with).. Have both agreed that my parents will give Temporary custody to my friends parents while I am staying there..
However, we are not sure how you go about this?
Would I call city hall to get the papers? Is their a court hearing?
Like.. How do I go about this?

I had temporary custody once of a child. My father-in-law is a lawyer he typed up the papers and had them signed and notarized by both party's. So I would ask a lawyer to guide you in the right direction.
