Not as of right now. The fear is that a liquid explosive will be hidden inside a hair dye bottle, and when the plane is at the right altitude, well, you get it. They might have changed the rules, and it might depend on the type of hair dye. Henna might be allowed, but that is really something you have to research. Your best bet would be to buy the dye after you arrive at your destination, or dye your hair before you get there. You can usually find a CVS for natural color, and a Sally's or Hot Topic for extreme color. If you are travelling out of the country, dye your hair before you get there, but check local customs before you change you color: some cultures think of hair dye as being offensive. Also, you don't know the brands as well, and if you are used to one brand (like me, I am addicted to special effects hair dye) you might not be able to get it.
I hope I could help! Good luck!

As of August 2006, all hair gels, lotions, and liquids have been banned from carry-on luggage. I'm not sure if this applies to hair dye; I wouldn't try. If it's liquid, it's likely banned. If it's in unmixed powder form, that may be worse!
You may be able to get away with storing it in your checked luggage. If you really want to take it with you, I would call the airline ahead of time and check with them.

they have so many restrictions on items for plane flights. You could just as well buy the hair colour were ever you go.

If it's 3 ounces or less. You can only bring liquids that are 3 ounces or less and they have to fit into a 1 quart clear bag.

No, probably not. I wouldn't try it. Your safest bet would be to dye your hair before you leave, or--if you can--buy the dye when you get there.
