Would it be appropriate (and legal within MLA guidelines) to insert a two page long block quote? It is imperative that each paragraph remain as it is a sort of list of 5 levels of force. The report itself is to be 7-10 pages.

Or should I snip a little out of each paragraph with ellipsis marks(...) or would that seem awkward?

What do you think?

Any ideas as to clear and defined MLA rules regarding this would be GREATLY appreciated.

The guideline is to use only one block quote for four pages. In other words, one or two paragraphs for each four pages. For your seven page paper, you could block quote two paragraphs. That's from the MLA handbook, I think. When I taught English, the rule was always that no more than 10 percent of a research paper was to be quoted. Paraphrasing is more desirable. Could you paraphrase the information?
