Hrm. Good question. I don't know of a standardized one. I suppose you could put weights of increasing size in it, and then see how much force it takes to eventually break it apart. (This is of course, supposing the bird is done with it)

Strong enough for what? We have weaver birds in the trees, the male builds a nest for close on a week and the calls his wife over, if she does not like it she breaks it in about 10 minutes and he starts again. If she like the nest she lays eggs and hatches babies. This would be a strong nest.

If you are asking about a nest box I guess if the birds don't destroy and it can last 2 years it is a strong box.
