STEP 2: Stuff bag with a mixture of any or all of the following: hair, dryer lint, short strands of string or yarn, dried grasses or rootlets, feathers, spiders' silk, snake skins.
STEP 3: Mount bag on a fence or post where birds can come and remove materials for nest making.
Tips & Warnings
Dryer lint must be free of fabric softener.
Both human hair and pet hair are used by birds.
Avoid string longer than 6 inches. Long strands may entangle adult birds and nestlings and cause them to be strangled.
Do not offer plastic or nylon in any form, including fishing line.

Instructions
STEP 1: Determine the species of bird you wish to make a nest box for.
STEP 2: Research proper box dimensions for that bird's nest box.
STEP 3: Purchase wood and cut to specifications.
STEP 4: Assemble box as directed.
STEP 5: Mount box as directed.
STEP 6: Remove box after nesting season, thoroughly clean and store.
STEP 7: Remount box for the next nesting season.
Tips & Warnings
Each species has special conditions for the type of box preferred and where box should be mounted.
If you mount more than one box, research the appropriate distance between boxes depending on the bird species.
Birds may not use boxes the first time you put them up - try again next season.
Avoid outside perches on nest boxes. They may provide a place for predators to stand while raiding the nest box.
Mount nest boxes out of reach of predators such as cats.

The answer is, that for a bird, it's actually fairly easy, since he or she acts on instinct. It is as if a bird is born "knowing how" to make a nest when it is the proper time and place.
Humans do not have this kind of instinct. We have to be taught how to do more complicated things. We have very large brains, compared to a bird. It may be possible for us to figure out how to build a nest by observing a bird building one, or, even by just looking at a nest that is already made. Birds cannot do this. A pelican, for instance could not know how, or copy a robin's nest. A robin couldn't look at an eagle's nest and figure out how to make one.
A robin knows how to make a robin's nest. A pelican can only make a pelecan't nest. An eagle can only make an eagle's nest.

birds instinctively know to build a nest, but believe me it does not seem to be all instinct as young females sometimes build very flimsy nests their first time around, and in horrible locations. Most birds put great care into nest building and it will usually take several days depending on species. Some birds build very intricate nests while others just pile a few sticks (mourning doves) or scrape a few twigs and debris together (killdeer).

It depends which species your're talking about. It varies widely from just finding a flat spot, to both sexes bringing material to weave/pile/shape nests that are probably bigger than you are.
