Go to a store like Best Buy, or Circuit City and check out the specs and the cameras out in person, and then decide what suits you.

I've been a big fan of the Casio Exlims, they are very thin and shoot darn good pics for their size. Also the video quality surprisingly good, more than good enough to post on youtube and share over the internet. Also the cameras are super easy to use, however the camera's have "best shot" modes, in which it will easily adjust the settings of the camera on what type of picture you are shooting.

The exlim's go for about $250 or so, cheaper at some places, shop around, circuit city always has rebates.

Image stabilization means that the camera will try to offset any shaking due to you holding it. When you zoom in, hand shake can make the picture look blurry, this will try to compensate.
