It depends....that is like someone saying they are christian....there are 50 gazillion branches of christianity.
Usually, vegetarians refer to "not eating meat" as a diet where they don't eat the meat of things that have feet, and don't consider fish a meat.
In most cookbooks, you will see the Meat section, the poultry section, and the fish and shellfish section. Sometimes Meat and poultry are both lumped into the same chapter.
Meat usually consists of pork, beef, lamb, goat.....Poultry is chicken, gamefowl, turkey. Fish is fish.
Some vegetarians eat chicken too. Like I said, it depends on which vegetarian you talk to.

Some vegetarians eat fish 'cause they don't think of it as meat. But there are others that don't eat fish or even eat eggs, or drink milk.

It is technically a flesh. But it's not a warm-blooded mammal. Don't be too hard on him, I try to remain veggie but sometimes eat fish because i feel that the welfare of the fish is somewhat better than that of a farm animal.

Fish is exactly that - fish, it is not meat.
Meat comes from an animal / mamal.
Chicken comes from a bird, it is not really meat either.
