If so, what would be the proper step to get this done???
I want the slide shpow picture change every 10 secs.

If you're actually submitting this to an agency, it will end up in the trash. They want pictures not a presentation. They'll put the CD in and as soon as they see that it's something other than jpegs, tiffs, etc into the trash it goes.

You need to get PowerPoint on your computer. That program is awesome. You can do all kinds of things with it. And you can add background music. You can put a different song with every picture.

put it on windows movie maker if u have it or a powerpoint presentation if u really wan to make it cool lol have fun with those, its really alot of fun, i use movie maker alot beczu its easier
