Wow, it would be shocking if this was true. But then again, the government is not always right and there are lots of bad laws on the books.
I say go for it anyway, and put money in their meter if you get the urge. Its no worse than stopping a fight. If the government is prepared to stop someone from doing a good deed, i say let them charge/arrest me and see what happens. Seems that a law like that needs to be taken down anyway and is probably a violation of our rights.
