We want to go somewhere hot, an all inclusive about 4-5 stars cannot take even a 3 star chance, we are looking at spending around $1000-1500 per, but this has to be nice, and safe where we can go shopping and tour not stuck behind some gate with a warning not to venture out. What's a good suggestion

Curacao.. close to the downtown shopping area there are plenty of hotels.
february-march is also carnival season

If you want to wonder withouht fear ,I dont think you would get that from an island with all inclusives 4-5 star hotels.Reason i say that is with development comes a price and one of those is high crime rates.Its either you want a 4-5 star hotel with crime OR a small caribbean country not expensive at all with 3star hotels very private and not really commercialised.Like the englsih speaking island of Dominica.Check the websites out

I would highly recommend St.Maarten/St.Martin.
There are 2 countries in one island, with a rich vibrant culture, plenty of restaurants, and because it is Duty Free you have some of THE BEST shopping in the world.
The famous are of Grand Case in french St.Martin, is known as the Cusine Capital of the World.
The beaches are a 1000 different shades of blues, and the marine life is beautiful.
It is also known as The Friendly Island.
Be WARNED: Once you go... it is VERY HARD to leave... so take just enough clothes with you...just incase you decide never to go back ;-)

Beaches Resort in Providenciales, Turks and Caicos is all inclusive and has four stars. It is situated on the best beach in the world (as per the World Tourist awards last year). You can wander around without fear. http://www.hotels.com/property.do?mtnHotelID=294932&js=1&zz=1164750153234

I would go to the Yukatan Peninsula, south of Cancun. We used to go there for years, from Vancouver, before we moved to Barbados.

The beautiful island of Barbados. The climate is great the people are great. It is where I would spend winter.
