After the first birthday they become a toddler. And they are a toddler until 3. This is what our nurse told us.

I considered my 21 month old son a Toddler at age 1, and I think as long as the clothes are 2T, 3T, 4T, 5T.......they are still considered Toddlers.

When they first start to walk until about age 3. Once they are 3 they are usually pretty steady on their feet and considered pre-schoolers.

i always thought:
infant: 0 to 11 months
toddler: 12 months to 35 months
preschooler: 36 to 59 months

when they are old enough to crawl,its called toddler because they toddle everwhere,as a mother of 6 i know
