Do the dumb blonde and blondes have more fun stereotypes only apply to girls, or to guys too? If just to girls, why do you think that is the case?

I don't think there's a rule on blonde jokes. It's implied that its usually women but you can refer to men as well.

The term "blonde" does not apply to guys, unfortunately. Personally, blonde is a state of mind, not a hair color. Famous blondes do get the stereotype by being acting naive, or just by being a "stupid girl". I think that if you are kind of dim-witted or just don't "get" what other people get, it's easier to just claim that your blonde. I think people expect less from blondes.

It is a stereotype, so it doesn't make any difference whether it is male or female as it is not true (most of the time).
I have blond hair and so does my husband and we aren't dumb. We might have a lot of fun though.
