Someone recommended Thomas? Well Thomas is like the most expensive train set you can buy...so I don't recommend that at all. They are like $15 / train I think. And they are tiny!
Also a paint set with an easel would be great for him too. He could finger paint or color on it.

Diego is awesome, why not some Diego books? There are a bunch of them out there. Look at Walmart and you'll get them discounted.
There are original paperbacks (a couple of bucks each) and hardcovers and gadget books shaped like "click" the camera or other stuff. Adults can read the books to him and he can look at the pictures on his own. He can even bring a couple of books grocery shopping and entertain himself in the cart.
A box of crayons and a small (5 x7) pad of paper to make notes in will be a hit as will play-doh. Get a 4 pack of play doh and a set of tools---or even some plastic cookie cutters in animal shapes. Playdoh is hours of fun at the kitchen table while someone cooks supper.
These are all pretty inexpensive gifts and they last longer and are more fun than some of the pricey toys out there.
How about a couple of Diego books and a plastic bag of jungle animals and a container to keep them in? Make sure the animals are safe for him and he can read Diego and then be an animal rescuer at home. You can probably pull this together for $15 or less and he'll be playing with/carrying these toys for a couple of years.

A wooden train set that he can continue to build on and grow with is a nice gift. If you happen to live near an IKEA, they have a fairly inexpensive starter set. You can buy more track as he gets older and start collecting Thomas the Tank engine trains. Every little boy loves Thomas -- I haven't met one yet that doesn't. You may also want to check out your local freecycle website (www.freecycle.org) and ask anyone if they have wooden track their children no longer play with to give away for free for your son.
I have learned that hard way that it is much better to spend more money on fewer, quality toys than to spend less per item so your child can have more toys.
You may also want to scour local consignment stores to see what they have in the way of toys. Try to find a store in a wealthy town close by -- you would be amazed at all the new toys that are on the shelves.

The disney pixar movie CARS has a lot of toys out for that age group. A whole selection. Unfortunately at this age children get bored real quick with toys. When I see my toddler get bored of a toy I pack it away for a few months and then when I bring it out it is like a new toy again to her. You can really find great toys. I don't know if you have a Kohl's Dept store in your area, but they currently hold %50 off sales on toys and it is wonderful during the xmas shopping season. Currently they have a 50 percent off sale and all the parents are going crazy for the leap frog toys.

I understand completely. I don't have much money, but i am going to get my 2 year old the new zebra bounce and spin. It costs about 30 dollars though, but i think he would have so much fun with it. You can get him some Hot Wheels cars and a race track that is only like 20 dollars. Good Luck and Merry Christmas!

Honestly at that age you can't really tell what's gonna turn a kid on to a toy. They'll just have one that is their favorite, and lug it around with them everywhere they go. They don't care how much it cost. Big lots is a good place to toy shop if you want new stuff on a low income, or check a Goodwill store.
Take him with you and see what he likes in the store.

I bought my 2 year old:
A bag of legos
A color book and large crayons.
A Diego camera
Other items you could get are a truck/car set. Pillow case/fleece to dress his bed in. A new outfit or two, boots, snowpants, jacket.
