What is it, who uses it, why is it used... and what do I need to know in order to use it.

Do I need programmer skills or is it something canned like MS Access? Thanks.

Oracle Database is used by a huge number of corporations, it's probably the most used database in the world.

It's extremely fast, and has lots of features, but it's also complicated, expensive, and often difficult to configure.

It works out of the box like MS Access, but it's very extensible with it's own built in programming language PL/SQL which can be used to add new features to your own database, or indeed write a whole application inside the database.

Oracle is primarily a Relational Database Management System.
But Now it provides lot of other Server and platform to work. Most used by big business house for their bussiness and Data management Requirement.

Oracle is a database company. It also sell variety of enterprise level softwares. You will need to know how to program before you can use it, and be aware, the licensing fees are beyond the reach of most individuals. (although for student use and hobby use, you can download it for free from www.oracle.com)
