The same if you were planning a HUGE one. Get a license, find the venue, get a JP - Marriage Commissiour or Minister to wed you, reserve a table at some nice restaurant for afterwards, and invite those closest to you to share in your happiness. You may want to have a bit of a party the next day for other friends and family and you could rent a community hall or wherever and enter in your wedding garb for all to see and take pics if they like. My fiance and I were at a party a couple of months ago where the bride and groom were married the night previous and then had a dance with a small meal. Their friends still got to see them as they had dressed, share with them their happiness and give them some presents. It is so very expensive to plan a wedding nowadays that I think more people will choose this as an alternative.

depends on how small you want. The absolute smallest wedding I can think of is at city hall. You just need to have the bride, groom and 1 witness (in some states it may be 2) and the officiant (provided by the city). All you need to do is go to your state's website to find out exactly how much they charge for the license, what's the waiting period and other requirements for a legal marriage certificate. Can't get any smaller than that. If you want more, then you need to be more specific in your question.

Get a guest list
Send invitations 2 months out
Get a dress of the rack or online.
Rent a tux for your man
Get married by the JOP and skip the church.
Get your witness to be your Maid if Honor and the Best man. No more bridal parties are necesary.
Invite your inmediate family and closest friends only. No neighbors, coworkers and acquaintances. No more than 25 people should be invited.
Go to your florist and ask for a smal bouquet for you, ine for the MOH and 3 boutoniers: one for the groom, one for the BM and one for the father of the bride. If you are crafty, you can do it yoru self with fresh floers or silk ones.
Get a cake from yoru local bakery or supermarket. make suere arrangements for delivery are made.
Have champagne flutes and champagne or sparkling wine for the toast.
You can get married at the same place of the reception: backyard, park, reception hall, beach etc.
Since it will be a small party, see if your favorite restaurante or lounge can accomodate you.
See if yoru favorite restaurant can cater your wedding.
Buy or rent decorations for your reception. White christmas lights, candles, live trees, ballons can do the trick.
Tableware and silverware, You can rent or purchase, some are included with yoru catering expenses.
Photographer, hire one or appoitnt a friend.

See if you can get your hands on the book by Diane Warner, "How to have a big wedding on a small budget". She gives alot of advice for saving money.
If this isn't of interest & all you're wanting is a small intimate wedding, type into your earch engine your city, state & wedding officiant. You should have your choice of a few. They will be able to help you with location, marriage license info, etc.

You can do it at your local courthouse. My parents live in San Francisco, CA, and they did it there. The courthouse is beautiful! And what you do is have your guests that you really want there, they bring you in another room to sign the marriage documents, and then you can choose to have a judge on site marry you in front of the people you choose. And then after you marry, go back to your house/relatives house for drinks and food and a small cake.
When my dad told me he was going to marry my step mom that way, I thought.. Are you kidding me??? But it turned out to be a very nice, small wedding, with the people he really wanted there and a nice little reception of our own at his place. It was really nice!

Invite the witnesses, parents and siblings of the couple to be wed, do the ceremony in their front yard, and bar-b-que in back. 3 kegs, 2 briskets, beans and rice, and potato salad should feed everyone; and don't forget the DJ.

I just got married in August...we did it all with a limited budget....it was an outdoor wedding w/ the local JP, I made my own dress and the groom and grooms men wore jeans and short sleeve dress shirts. The family made all the food for us and my father-in-law and I made the cake. If you want bride's maids...just have them wear jeans also with nice dress shirts. Make sure that Mothers involved (whether yours or theirs) don't over ride what the bride/groom want for their wedding. :o)
