Spend time together, there is no law that says that you have to spend money on your 1 Year anniversary.
To simply be together after one year is good to celebrate with eachother. But you can go to a park, have a picnic, or celebrate in your own home.....with a private dinner or call it in....something romantic.
Bike ride, roller blade, play some ball, do something active........give eachother a massage, take a bubble bath together by candle light with rose petals.....something.
You don't have to spend money to appreciate eachother.

OK, I don't know how adventurous you are, but how about giving him a lap dance or stripping for him? It won't cost you any money, you should have some music at home and he'll love it.
I did it for my husband on our 1st wedding anniversary and he loved it.

A little wine, some candles and each other's company should be all you need.
Without knowing your specific budget and interests, it's kind of hard to suggest anything.

Get re-married. How romantic and I hear it's real easy and real cheap to do in Vegas.
