Depends you he is. But it seems you do not trust your girlfriend. And if this is the case you must ask your self do you really love her. I would suggest you don't. So move on and find someone you do love and trust.

If as u see your girlfriend with other man,u should not jump into conclusion. these are some steps to consider :
1. has she been unfaithful
2.did u have a quarrel?
3.his the man somebody u know [maybe related to her]
Consider all this before u take your action but in all u should first talk to her to know the true state of things. Do not make a hasty decision,Things might not be the way they look

It depends on what I see them doing. I personally don't have enough energy to make a potential fool of myself in public. Anything I can say in public, can be said behing closed doors. I would walk up and say hi and take it from there. Since she knows she has a man, there is not sense in getting mad at him.
The guy could be her cousin, boss, childhood friend or co-worker, but since your were vague I can only give scenerios.

confront them. Just let them know that u exists, you don't have to pick a fight. Then tell him "You can have her". And tell her "I don't want to see you or talk to you anymore". And be a man and stand up for what u said to her. Don't running and begging with her to get back togehter. Stay away from the cheaters.

Confront her in front of him. Try to let her talk her way out of it, then headbutt the guy and dump her and humiliate her thereby emotionally ruining her.
