You might also want to consider the case that almost no university offers a "part-time" bachelor's degree in engineering. The reason for this is the level of participation required (course load typically on order of 200 credit hours per degree) ... and the "statute of limitations" which, although varying by university, often sits at around 6 calendar years.

What this means is that the typical engineering program is designed to run for about 10 semesters, spread over 4-5 calendar years. The statute simply states that the student must achieve a degree within "X" years of the first course taken, or will not be awarded the degree.

Doesn't leave a lot of time to be anything other than a full-time student...
