Do they have to flicker in morse-code or something to get that talk across?
It is more likely that there is a lightning storm interfering with power transmission or that your fluorescent lamps are starting to burn out. Last one on the believability list would be dead guys talking.

called a power surge. just like your house, there are breakers and fuses at the power station. when these are over loaded they trip (turn off) and then automatically the power is routed to the next power line, in turn being back on again. this is why they just flicker. normally happens during storms or high winds. normally if this appens more than twice the power will go out as there are only so many back up lines for the power to jump to.

That means you are having brown outs, you should call your electric company, you may have an electrical line that needs to be replaced.

Did you ever think to check the lightbulbs to see if they are loose or in need of changing? Maybe you need an electrician to check your wiring.
