For a creditor to garnish your account/wages they must sue you and get a court order. Being garnished by NY does not allow or prevent that process. Of course, if the state of NY takes all the money, your other creditors won't have anything to garnish.

Yes they can. First come first served when garnishing your money. Except if you file bankruptcy then all creditors get put in a special priority order to collect money.
